If you are using Wine then you can use the CHM viewer it comes with.

It needs the windows version of gecko installed which you can install using Wine Tricks.

wine hh /path/to/chm/file.chm
You can't run it with out a file for it to load. I good idea is to set wine with this "hh" parameter as your chm viewer.

What you should end up with in "/root/.config/rox.sourceforge.net/MIME-types/application_x-chm" is:

Have you tried using the chmsee package from Puppy 4.x?

Or do you want to try the latest version?

I have wine but preferred not to install the gecko html renderer.

For CHM viewing I use kchmviewer version 3.1, which is very fast and works well under puppy provided the QuickTime libraries, eg
libqt-mt.so.3.3.8 are also installed.

Quirky 1.1 can not use

What? Quick Time? what does that have to do with a chm viewer? You probably mean QT: Qt - A cross-platform application and UI framework.
