Puppy is not built based on any other distribution.

Barry built puppy from the ground up, sometimes doing things from scratch, someothers taking from one distro or another.

I'd start with Slackware or Vector packages. I'm not sure what's next most compatible after them.

as has been stated Puppy is independent of other OS
It was bootstrapped with Red hat
http://puppylinux.org/wikka/HistoryPuppy

As well as Slack and Vector compatibility
Mu is converting Debian programs
and Jonathan Marsden is compiling in Puppy from source
Barry is moving towards more "standard" Linux in some ways - file structure for eg.
