I'm not sure if this is ok for you as I have wireless broadband (or it's supposed to be but it's down far to often)..but I use them on occasion.

Also, in the dialog box of PupDial, the word CONNECT is followed by the speed at which the connection is made, e.g.49,333, 28,000.
The longer you hear the modem struggling to connect, the slower the speed. The modem tries to connect its highest speed and then keeps trying repeatedly, dropping to lower and lower speeds until a connection is finally made.
If you see that this speed is abnormally low, disconnect and connect again, maybe a few times. I have had good results with this.
An ISP can have many dial-up numbers in an area. Try some different ones and note the connection speed. Sometimes there is a difference.
Good clean line connections are absolutely necessary for the best speeds. Clean up your inside connections, jacks, etc. and try to connect the modem as directly to the incoming line as possible.
If you hear static on the phone you likely have greatly reduced modem connection speeds. If your phone company is NOT your ISP provider, they typically will not respond to your request for cleaning up your outside line service with this complaint. Just say that you have static on your phone, a complaint to which they respond. Sometimes they can verify static remotely from their office.
Be careful that you don't invoke a phone company service check charge which can be in the order of $50/hr. Sometimes it is good to pay a few months of service insurance (about $5/mo) until the line service is cleaned up and optimized.
Another way is to actually subscribe to the phone service ISP, then they will respond to modem speed complaints. Then drop them and go back to your desired ISP when the speed is optimized. It's inconvenient and costs something but sometimes this is necessary if all else fails.
Whatever, you may need to have several service calls to finally get optimum speed. Unfortunately that's the way it is with dial-up and phone line service.
