Ok here we go
your package is 22MB, ok Gimp is not a 22MB even with all the bells and whistles, so I had a look and you left in a 58MB /root folder, that is just compiling leftover junk, when you run the new2dir script sometimes it makes a junk folder called /root, If you ever see a /root folder just delete it, out of maybe 1000 Packages or so that I've compiled, only one had a /root folder, I forget which one, usually you have to manually make one sometimes just for settings, but no for gimp.
Next usually we make a separate dev and locale folder to reduce the size.
Next you're missing the /etc/gimp/
So basically here's your package with fixes and english only, no dev files, 4.7MB very nice size by the way, good job at compiling Quick starting.

The master has spoken!
I always get those /root files in the .pet but was afraid to remove them assuming if dir2pet left them in there it must be for a reason.
Does it run without needing any of the upgraded dependencies?

It needs the /usr/etc/gimp folder I included in the updated reduced version. I just took it from another 2.4.5 version I had locally.
Other than that it ran on Dpup without any extra deps needed.
Probably you should of compiled it with printing also, a lot of people print from Gimp.

oh ya your .desktop(/usr/share/applications/gimp.desktop) file had
Exec=gimp-2.4 %U
it should be
Exec=gimp-2.4
and
Categories=Graphics;2DGraphics;RasterGraphics;GTK;
should be
Categories=RasterGraphics;
sometimes you might get multiple menu entries.
plus you forgot to delete gimp-2.4.5-pentium4.pet.specs from /
from the first time you packaged it and then renamed it

Due to time constraints Speed 4 Gimp is the only thing I can offer support for now.
If anyone cleans the other pets and wants me to host them on my server I can.
Otherwise you can download them and open them with pet2tgz, delete the /root folder in the archive, and package them back up with dir2pet before installing.

this project was undertaken in between stretches of work
to help get it done faster
I will update the xfce booster series and wine 4 warcraft after this coming round

Also this will give me time for gathering feedback on the other packages such as did the XFCE 4 booster pack work for you on other older XFCE versions or as a standalone (no previous XFCE installed).
In which case maybe it'd be better of we made it into a single .pet package.
The Wine 4 Warcraft package is clean, it does have a root folder in there, but only adds a folder on your desktop with a "Version Stamp" in it, which is only 40 bytes and can be deleted immediately.
