here is a walkthrough of how to do it in puppy
download it

the easy way is to just open rxvt (easiest way is using the right click method in ROX) and do tgz2pet
not sure that it works with flash, but this is how I have done it in the past and it should work for other programs as well if you just change the names
open up the tar.gz and expand it to a directory I think it should be only 1 or two files (using pzip)
find the files of the same name (using pfind)
note the directory wher the file is located
now in ROX make a new folder called flashplayer-X.x.X
then inside that folder make the directory structure of where you found libflashplayer.so (or whatever it was - can't remember exactly)
put the files from your newest download in the same corresponding location within the flashplayer-X.x.X you just created
now back up to the directory that you put this folder in and open a terminal (available as a right click option in ROX)
just type dir2pet flashplayer-X.x.X
this will turn it into a pet package
