I capitalized it because it is a name, but given that it is lower-case in his posts it could be lower-case as well.
Now that I read it in English, the article before his name does sound odd. I admit that I am not a good French speaker. In fact, my vocabulary is very poor without my French-English dictionary (which does nothing for my conjugation).
I agree that caution should be taken with anyone who seems suspicious.

That post seems to me to be just a confused person who can't recognize French when he sees it and didn't think to leave leave alone what he doesn't understand.
Some of his posts are definitely bot-like, but some are directly on topic and could not have been a bot as they demonstrated knowledge of the subject. One theory being discussed on the other thread is that it was a legitimate account that has been hacked and is being used by a bot. Given the odd mix of human and bot-like posting, this seems likely to me. Another theory is that it is a hacker who is using a bot on the account part of the time.

If it was affected (Caneri has stated that he was attacked, but I don't think he said whether the attacks were successful), it has been taken care of. phpBB et wordpress ont des failles.
Toutou semble être à l'abri, cela ne concerne que les progs forum et serveurs.
The post precautions are still current,
some forum progs have loop-holes that are used for attacks.
Puppy Toutou seem safe for the moment, keep our fingers crossed.
