The web_215.sfs file for 2.15CE would take care of Flash and Java, but it has a bunch of other stuff you probably don't need too (Azureus, Thunderbird, etc.) It's 73 MB overall. It will work with Puppy 2.14 and Pizzapup 3.0.1 also, by being renamed to either web_214.sfs or web_301.sfs, respectively. It might work in other versions, but the menu icons likely won't show up.
Otherwise, Flash and Java can be installed manually. There are directions for both on the forums, so I'm not going to retype them here. It's pretty easy. The basic idea is download, extract, put some plugins to firefox/plugins, and put additional symlinks in /root/.mozilla/plugins/ (to avoid glitches, especially w/ Flash).

You don't click it. You put it in the same spot as the pup_save.2fs file (/mnt/home/) and reboot. After rebooting, you might want to open a terminal and type the command fixmenus then hit enter. Then restart the windowmanager (Start -> logout -> restart icewm). Those last two steps are only necessary to enable the menu entries immediately. Otherwise, they'd get fixed the first time you reboot after installing a new PETget package.
If you have a full-hd install, the process will be a little different. I don't use that method, so I'm not familiar with it enough to explain it.
