can anybody recommend a checklist program?
preferably one that uses flat files, not a db.
gui or command line. preferably modern (doesnt have to be bloated.) feel free to recommend anything at all!

To just make a checklist.
Any of the text editors, word processors, etc... can make a list and save it as a file.
Are you looking for something you can make a list of items, shown in a program window, and you click on them to check off?

musher0's post reminded me of the computerized equivalent, xournal. See http://www.murga-linux.com/puppy/viewtopic.php?t=36179 and attached Screenshot.
You didn't mention what Puppy you are using. I'm posting from Xenialpup64 using a 64-bit version of xournal. I also have a 32-bit version which runs under Slacko 5.7.2CE. Both are 'Program Folders' on /mnt/home (you could place the folder in /opt) with executables started by clicking. But you could create a menu-entry/launch icon. That they are program folders and run under both Slackos and 'ubuntus' suggest they are readily available. Muggins' version from the above link may work on your 32-bit OS or 64-bit OS with 32 compatibility installed/loaded.
The external folder is only 1232 Kb. Although the app is designed to premit drawing using even a tablet, text-mode can be turned on and colors selected via the tools menu.

I'd use calcurse (todo section). Old cli/ncurses program that just works. All the data files are simple flat/text so easily edited using other tools. I store mine on a ssh server in encrypted form, and have a script that connects and copies/decrypts before running calcurse (re-encrypt and save to ssh server again afterwards).

ill add this to the list because i found it asking the same on the ubuntu forums:
