Is there anybody out there that can provide me with tcpser as a pet package installation for 4.31, please?

I found a version here.

This is just a single binary.
1. Remove the fake .gz extension.
2. Make the file executable: chmod +x tcpser
3. Copy the file to /usr/bin.

I would never show such a lack of common courtesy in the real world. I see no reason why it should be tolerated here.
