sanity check with cpp

I'm trying to install some goodies for xfce from here:

When I try to configure it I get this:

I've searched the forum and found a couple questions on this topic that were never answered. I cannot figure this one out. I've linked the /usr/bin/cpp to /lib/cpp and that didn't work.

Any suggesttions?

I am running puppyoffice203CE and have the devx_202.sfs with my pup file.

I got that once, only managed to solve it by using a new pup_save file...
