There is one USB hard drive that is advertised as a "Personal Cloud Device" with no internet needed.
And If I read the article correctly on chromebook vs I-Pad, the schools said that the student's productivity on the chromebook greatly surpassed that when using an I-Pad.

I do not know what problems you are having getting Skype to work.
But I saw a solution to getting to work on Ubuntu for users running Proprietary Nvidia or AMD drivers.
I do not know if it would help, but the link is here.

I installed the slacko mate sfs and have found that even after unloading it, typing "xwin jwm" that on rebooting, I am taken to a command prompt and have to type "xwin jwm" to get that desktop to start.
