Have you tried different resolutions?
When i connect the laptop to my tv, I need to change to 1024x768 because my tv does not support my laptops default resolution of 1280x800.

You might want to give this a try.
I don't think there is a puppy equivalent of apt-get, to install things you need to search for them in the package manager, or the forum.

First you need to install Java
Download FreeRapid Downloader
unzip FreeRAPID-0.83U1.zip
Go into the FreeRapid folder
Right click frd.jar
Click "Set Run Action..."
Type java -jar "$@"
Click Use Command
Click frd.jar
Start downloading from RapidShare

You can exit to prompt by pressing the keys Ctrl Alt Backspace , but I doubt rebooting instead of shutting down is going to solve your problem.
