I also had an old Toshiba that was able to reboot with puppy 431, it was a satellite 4070 cdt celeron 366 mhz 128 mb ram 4 GB HD.
I think the reboot issue is related only to Satellite 1800 models.

I must admit I mixed up files in the puppy 431 folder, very embarassing.

now Puppy 431 boots correctly
with:

but reboot fails.

I used:

puppy431 is on the same drive as windows xp, but in a different partition windows xp is on sda1 puppy431 is on sda3. I moved puppy in sda1 and changed the menu.lst to title Puppy Linux 431 frugal test rootnoverify (hd0,0) kernel /puppy431/vmlinuz pmedia=atahd noapic irqpoll acpi=force initrd /puppy4...

tried patriot's boot code, with and without acpi=force,
