I also had an old Toshiba that was able to reboot with puppy 431, it was a satellite 4070 cdt celeron 366 mhz 128 mb ram 4 GB HD.
I think the reboot issue is related only to Satellite 1800 models.

puppy431 is on the same drive as windows xp, but in a different partition windows xp is on sda1 puppy431 is on sda3.
