Sure enough, Puppy 2.11 beta, with GZIP file compression boots up fine of my FAT16 hda1 drive.

Don't know about the error message but I am pretty sure you need a lot more RAM than 64MB. Try creating a swapfile or ext2 linux swap partition.
(search the forum)I have got puppy1.8 working before on 40MB notebook with these swap additions. You need to give a few more details of hardware setup.
